Each grazing plan states the vegetation objective it serves, the height or cover threshold that moves animals off a unit, and the party accountable for animals, water, and fencing. Grazing scopes are written as bidder-facing language, so the operator, the site owner, and the maintenance contractor each know where responsibility sits. Forage condition and ground cover are measured at fixed sampling locations, so grazing effects are read against baseline.
